Further on the Protocol, it is stated under Article 13 that COB serves these following functions:<\/p>

• Determine and adopt the form and content of the Blue Card<\/li>
• Establish its annual budget and fix the annual contributions to be paid by each National Bureau<\/li>
• Coordinate the operations of all the National Bureaux. Prepare an Inter-Bureaux Agreement which shall be signed by all the National Bureaux and which the Council alone may amend<\/li>
• Make recommendations to the relevant authorities, with a view to improving the ASEAN Scheme of Compulsory Motor Vehicle Insurance and strengthening road traffic accident prevention, where necessary, through amendments to the laws and regulations in force in the Contracting Parties<\/li><\/ul>

      To accelerate the completion of its assignment, the COB established a sub-initiative which is called the COB-Working Group. So far, the Working Group has conducted 11 meetings in total:<\/p>

      First was held in Bangkok, 15-16 June 2015; second in Bandung, 28-29 January 2016; third was in Bangkok, 25-26 August 2016; fourth in Udonthani, 28-29 August 2017, the fifth in Bali 11-12 Jul 2018, sixth in Seri Begawan on 11-12 April 2019, and four meetings were held through video conference on 15 September 2020, 16 September 2021, 2 June 2022, and 17 July 2023. Finally, this year an onsite meeting was held in Hoi An, Vietnam on 9 August 2024.<\/p>

      The meeting agenda also includes the involvement of Regulators from countries in ASEAN, as their attendance is compulsory to support the implementation of COB programs.<\/p>

        ASEAN Reinsurance Working Committee (ARWC)

        The ASEAN Reinsurance Working Group (ARWG) has proposed concrete refinements to reinsurance regulations that could address the region’s needs for reinsurance schemes. In the Asian Reinsurance Summit held on July 2017, representatives from most of the national reinsurers in Asia met to discuss reinsurance in Asia and the ASEAN region. Recognizing the need for an official ASEAN channel and forum to support the ASEAN reinsurance integration and harmonization, the representatives signed the Bandung Statement (attached as Annex A) and sought the assistance of the ASEAN Insurance Council Board and Management to create a separate work stream for reinsurance under the auspices of the ASEAN Insurance Council.

          ASEAN Takaful/Retakaful Working Committee (ATRWC)

          The newly formed ASEAN Takaful/Retakaful Working Committee (ATRWC) was approved during 48th AIC Meeting held in Bangkok on 7 December 2022. It is the fifth Working Group of AIC and it will serve as the official ASEAN channel for cooperation among Takaful Associations and Takaful and Retakaful operators in the region. The following Takaful and Retakaful associations and companies involved in the formation of the Working Committee: Indonesia Sharia Insurance Association (AASI), Brunei Insurance and Takaful Association (BITA), Malaysian Takaful Association (MTA), Malaysian Reinsurance Berhad, Malaysian Re Retakaful, PT Reasuransi Syariah Indonesia (ReINDO Syariah) Thai General Insurance Association (TGIA), The Thai Life Assurance Association (TLAA)

          • Identify key Takaful and Retakaful regulatory needs common to all or most ASEAN markets and the best practices that may address these needs; summarize and present the Committee's discussions to the regulators and propose concrete refinements to Sharia/Takaful regulation that could address the region's needs and foster the development of the ASEAN Economic Community.

              Other than creating a healthy business environment within insurance industry, the ASEAN Insurance Council also puts its highest interest to the development of quality and capability of the human resources in the industry. In conjunction to this, the insurance sector must ensure that it has the talent needed to achieve the goals of meeting customers’ long-term financing and retirement needs while fulfilling its social function of providing resources for infrastructure, retirement, natural disaster risk mitigation and trade.

              Working Committee

              For its most recent programme, AIEC has formed the ASEAN Education Master Plan Working Committee in Bali on 13 July 2018. The objective of this Working Committee is to establish the ASEAN Education Master Plan to accomplish the following tasks:

              • Identify training gaps across the Region;

                    About the Congress

                    The ASEAN insurance industry stands at a pivotal moment, confronted by an array of challenges that span the social, economic, environmental, geopolitical, and technological realms. As we face these disruptions, our goal is not to be immobilized but to advance with resilience and innovation.

                    The ASEAN Insurance Congress was initiated by The ASEAN Insurance Council with the intention to attract insurance practitioners / leaders to participate in a regional forum for them to establish broader regional perspectives. It was decided by AIEC (ASEAN Insurance Education Committee) that this congress will be held every two years. This congress will be an avenue for the insurance leaders from all parts of ASEAN and neighbouring countries to meet biennially.

                    Current and relevant issues pertaining to the regional insurance industry are discussed from international and local perspectives. High level speakers are invited to share their knowledge, information and views with the delegates.

                    The 14th ASEAN Insurance Congress (AIC) will be held on 25th November 2024 in Bandar Seri Begawan, Brunei Darussalam. This esteemed event will bring together key stakeholders from across the industry to tackle these pressing issues head-on. With the support of regulators, we will explore strategies to foster a sustainable future in insurance, aligning with the ASEAN Community Vision 2045.                       The ASEAN Insurance Council (AIC), in partnership with the International Finance Corporation (IFC), conducted a study on the representation of women in the ASEAN insurance sector. This study assessed how the industry could benefit from more women as employees and leaders and tap into the $1.7 trillion women’s insurance market opportunity.

                      As part of the study, we obtained insights from all 10 ASEAN countries and reached over 540 insurance organizations and more than 1,200 insurance sector employees. To conduct a deep dive into the key barriers to women’s representation in the sector, we organized nine focus group discussions and interviewed over 50 regulators and C-suite executives.

                      The results indicate that the ASEAN insurance sector performed well compared to global benchmarks, with women making up an average of 60% of the workforce. However, their representation declines with seniority, revealing a rapid attrition of women leaders. The study reveals the hidden reasons for women’s attrition and offers region-, country-, and sector-level recommendations, taking into account broader policy frameworks. It also highlights cases of insurers making meaningful interventions toward equality and inclusion.

                      Key Areas of Action for the Region
                      

                      Based on the report’s insights, there are four priority actions to advance gender equity in the ASEAN insurance sector:

                      • Integrate gender equity into core business strategy by embedding it in product development and performance metrics.
                      • Ensure equitable compensation through gender pay parity and create pathways for women to rise to leadership levels, especially in the boardroom.
                      • Strengthen regulatory leadership by mandating sex-disaggregated data reporting and promoting gender-responsive business environments.
